Utah Code §59-2-1004

Under §59-2-1004, a property owner may appeal the equalization of an assessment. Because Utah is a non-disclosure state, the assessor's own comparable assessed values are the evidence: when an assessment materially exceeds comparable assessed values, the Board of Equalization can equalize it down to match.
